There are ways around that with static I/Ps, such as www.no-up.com where you 
can set up an account with them and create virtual servers.  You then download 
some software onto the PC that needs support which then updates the system so 
that someon else can log into your PC through the virtual server provided it is 
on and they now the details for it
I have myself tried this with some of the commercial web based remote access 
solutions (even from Macintosh to PC) but there is no reason why you cannot use 
"remote desktop connection" if you have XP Pro with it as well.  If you are 
behind a router firewall you may have to use port forwarding to get the result 
you need.

  Static I/Ps are most useful when you are running your own
  server for a website or some other online resource.  In
  terms of normal domestic user, I cannot think of a good
  reason to have static I/P.
