I'm not a Vista user but I would check the two following settings on my XP 
machine.

1. In the Control Panel/Power Options page there would be usually a button to 
show/hide battery status on the System Tray. Make sure it's checked.

2. Uncheck the button that says (Hide Inactive Icons) In the Taskbar property 
page. You can get to the Taskbar page from the Control Panel.

Again I don't know if these settings are present under Vista or where exactly 
they can be found but I thought that might give you a hint on what to look for.
