My apologies for allowing this to go out onto the list.  Someone was talking
to me in background and I hit send before changing the command that's et by
default to approve to decline.

This was approved in complete and total error.

Dear Mrs Ingram-Gorban

Yes, Greg was shocked to learn that they had been rated weak again.  The
Quality Care Commission has pointed out that these targets relate to April
2008, which is only two months after the Trust's new management was
appointed, and that improvements have been made since then.

But I think it's Greg's view that this can't go on and if things don't
improve significantly this year, there should be a change in management.
