David,
You need to put focus in the row below the last one you want to be
frozen, and to the right of the last column. So if you want to freeze
row 1, put focus in A2 and turn freeze on. Note that if you put focus
in, say, B2, this would freeze row 1 and column A. This method allows
you to freeze any number of rows and columns.

If I put the cursor in A1, take this action, it seems that only that
header
is frozen.
Having cancelled that 'freeze' and selecting row, the column headings
seem
not to be frozen.
My aim is to freeze the row for sighted colleagues - JAWS can do it
without
freezing - it isn't often that us blind folk have an advantage!!!!!!

I think this is what you are after.
Alt+W takes you to the Windows menu where you can freeze panes (rows or
columns) to keep titles on screen while scrolling down.
