This dialog is found within Configuration Manager, under the Set Options 
menu.

>>Default Synthesizer

This combo box lists the speech synthesizers for which support is installed,
and allows you to specify which speech synthesizer you would like to have 
set as active when JAWS is started. This combo box is only available in 
Default.jcf.
