Wendy,
Are you not suspicious when the paper is not yet released? There are many
things about this that do not make sense.
I am far from convinced that this is genuine.
Of course, everyone will have to make up their own minds, but what is it to
do with Jaws anyway?

If it is a hoax, why is there a link on the site which takes you to the
Department of Health website where you can download the green paper in PDF
form, plus a lot of other subsidiary documents?
