Yes, you're right. Eloquence, for instance, uses SAPI 5 and probably SAPI 4.
Have a look in:
http://nextup.com/TextAloud/SpeechEngine/voices.html
and you'll come across the information you need to download, instal and use
Natural Voices as well as some others.
