I too thought it must be a mistake to put the module in
!system.500.Modules.Network when the RMload command refers to
System:Modules.Network. So I added the "500" to the RMload command.
But a closer look reveals that the command refers to System: rather
than !System. Somewhere in the Byzantine complexity of the boot
structure, the "System:" filing system is being set up.
If I do
*show sys*
I get an assortment of OS variables, one of which is
System$Path : Sys:500.,Sys:400.,Sys:370.,Sys:350.,Sys:310.,ADFS::HardD
isc4.$.!BOOT.Resources.!System.
So the RMload command has lots of places to look, and it finds the
module in one of them.
