Do you mean such that Ctrl-Break has no effect?  If so, it could be the
disc issue.  If it's an old machine, has it had all the stability mods? 
If it has, you may need to look at the PSU (although the only reliable
way to prove this would seem to be to swap it for another, which isn't
an easy diagnosis).
