It occurs to me that since upgrading to RISC OS 5.12 I shouldn't need

Is this correct?
No. UnplugTBox prevents partial softloading of the RISC OS Limited
ToolBox, which is problematic. So presumably you use it to ensure only
the RISC OS Limited Toolbox is used by preference to the RISC OS 5 ones.
So:
1. You want RISC OS Limited's Toolbox, which is softloaded from System
=> UnplugTBox
2. You want to keep Castle's Toolbox, which is in flash ROM => remove
UnplugTBox, and make sure ROL's Toolbox is not in your System (which
could lead to a partial softload situation.)
Personally, I choose 2, but some apps will try to force your hand by
insisting on ROL versions.
