Of course.

Any TeX distribution. It does not matter whether you perform the
TeX->DVI conversion on RISC OS or Windows. It is the same software
that does it.

No way. LaTeX is at a higher level than TeX. You can compile LaTeX
into TeX, which is precisely what LaTeX does internally, but there is
no way to do the reverse. It is a bit like C source code vs. assembler
object code. The TeX code output by TechWriter is not really meant for
major editing but in principle it can be edited. However, only by
someone who is fluent in TeX, which is rather rare nowadays since
almost everyone writes LaTeX code rather than TeX.

Now, what should really happen is that TechWriter exports a LaTeX file
to begin with because the TechWriter document is at the same level as
LaTeX really and LaTeX and TechWriter would fit very well together.
Alas, that is not going to happen - interest in that area is just not 
big enough.
