Not unless its a graphics card with a TV out feature, and even so the 
driver would need to be modified to make use it. There was mention of
a TV out version of Geminus, but I don't think anything came of it.

Your best bet would be a VGA to PAL converter box, which digitises and 
down scales the picture, and outputs as interlaced PAL. Or alter-
natively many modern LCD TVs have an analogue VGA input. Most HD 720p 
sets can be driven at 1368x768, HD 1080 may only allow the full
resolution to be used via a digital inout (DVI-D or HDMI).
