Ctrl+Break is a software reset, i.e. the computer recognises the key
strokes and initiates a reset itself.

The reset button asserts a hardware reset line, so is often more sucessful.
(Although the exact mechanism of asserting the reset is machine dependant).

Switcbing off on the back of the machine performas a power off/on reset,
which is occationally necessary if the hardware has failed to be fully
reset by other means.
