Probably, in this case. If DNS isn't working, *some* internet still works.
It can take a while to work out why a lot of sites aren't working when
it happens. Usually happens after changing ISP's and forgetting the DNS's.
If everything is set for auto detect etc (default on Windows, and routers
probably) you might not get in the situation.
