Is it a program that saves files (like ftpc for example) as opposed to 
an actual filesystem?

I guess that a "proper" solution won't include NTFS, so a utility that 
identifies what is on a drive and then configures the action of the 
icon appropriately wouldn't be wasted if an NTFS (or anything else for 
that matter) reader were created.
