Yes, perhaps.  But it's rather unlikely CJE will be able to address this
other than replace the hardware - perhaps that's what you want.

The problem clearly relates to initialization of the video card, and
given the various revisions it's not too surprising that there are some
combinations that cause this.  I've certainly seen it, but I rarely
reboot, and even when I do, it doesn't occur very often.  What I would
like to see happen is Castle obtain a card that does it frequently, then
try to address it with that.  That might even mean for example, a RISC
OS 5.11a version, which is a free upgrade versus the forthcoming 5.12
chargable version.
