I recall John explaining that IyoUpWtch kicks into action when it 
notices that some other program accesses the internet, so that would 
explain why you only see this problem after using a browser for the 
first time. In that case, the problem would not have any connection 
with NetSurf, at a guess the same would happen with any other piece of 
software that accesses the internet.

I do not see the problem here, the update watcher is always running 
here but it has been silent for ages.
