Might be worth checking, as it can be easily overlooked.
Supporting version 2 of the USB spec doesn't mean that it's high speed. Offsets 2 and 3 of the USB device descriptor contain a BCD encoded value of the version of the USB specfication to which the device conforms, this should be 0x0200 for all new devices, which doesn't necessarily mean they are high speed (480MHz). Older devices may have 0x0110 which means they conform to the USB 1.1 specification, and will only be low or full speed (1.5MHz or 12MHz).

If a device is high speed capable then it will have an extra USB descriptor stating how it will operate in the other speed (the other speed configuration descriptor). It should also have a device qualifier descriptor. See section 9.6.2 of the USB spec. If the device doesn't have such a descriptor then it is full speed only (12MHz). It's vaguely possible that your device isn't managing to negotiate high speed from the front ports - have you tried the rear USB ports? However, I suspect that the device is full speed only.
