You might get a better response asking on the Messenger Pro list.
I'm running Messenger Lite 1.00 so this might be different.
Messenger handles mail and news in similar ways so the NewsRC file
covers both.
I've just experimented here. If I remove the NewsRC and backup files,
Messenger seems to recreate it itself successfully. There are some
differences in the NewsRC file before and after regeneration, but I
don't notice any ill effects.
The NewsRC file (and ~NewsRC backup) are at:
!Boot.Resources.!NewsDir.UserHome.sbradbury.Messenger.MsgServe.NewsRC
(with some differences for your setup)
This is with the MsgServe server. I don't know whether Pro uses the same
server
