They used to, but this option is no longer set. Users are allowed to 
send small attachments now. This is actually quite useful because it 
allows, say, a small configuration file to be attached. If an 
attachment is larger than around 10k (IIRC) then the message will not 
get through, so this change should not cause any harm.

The problem is that the "remove attachments" option causes the silly 
problems with top-bit set characters (quoted-printable), so it had to 
be disabled.
