Actually the issue is one of load levels. The power supplies are built to
supply a specific voltage (plus or minus a certain amount) provided the
load on each of the lines from the supply is within certain limits.

The Pentium et al eat amps like there is no tomorrow and thus keep the
supply use up inside the valid envelope but the lower use made by the
XScale devices has the supply working near its lower limit.

For various reasons the regulation of a supply is worse when the load is
low than when it is high (until the operating range is exceeded)

If you feel like boring yourself look for information on switched mode
supplies and the regulation accuracy vs load.
