If you mean that to be a horizontal line from the eye to 1/3 down the
screen, this advice is contrary to everything official I have ever seen
about the use of Display Screen Equipment, though I don't totally
disagree. Frequent variation in position is key as I mentioned elsewhere.

Which is perhaps one reason why the HSE advice is to have the eyes level
or slightly above the top of a screen, though I'm not sure vari- or
bifocals are appropriate for DSE use. If simple magnification is all that
is needed to read summat two feet away, a five quid pair from Tesco is
often enough for many people: I am fortunate in that my prescription is
x2 in both eyes in order to read so have specs dotted around the house. 
:-)

(One of my roles is training office managers in H&S stuff, for which
there is too much regulation, legislation and paranoia IMO. A shame
Common Sense isn't.)

Google "Display Screen Equipment" for loads of stuff about this.

This is not very 'Iyonix Support' by nature so suggest we cease this
