I think it's a design fault, as I think I know the problem you're
describing because I get a similar effect here - and this monitor is
working ok, with both backlights working correctly.

I think it's more of a colour saturation thing rather than a backlight
issue, because I think the brightness is fairly uniform, but the colours
appear darker at the top of the screen to the bottom.
