Well my old research group had over a dozen RPCs and a number of the PSUs
failed. All with the same fault. Fixed by replacing the relevant diode with
another specced with a higher peak current rating. IIRC others encountered
the same problem. So I would not have regarded the RPC PSUs as being a
standard to aim at.  :-)

IIUC current EU/UK/Scots Law assumes that domestic consumer items like a
computer should be 'durable' in the sense that they should be useable
and work OK for 5/6 years from purchase, and this means that the
makers/sellers have to be able to repair or replace them at nominal charge
within this period. If a significant number fail within that time, it might
be regarded as evidence of an inherent design or manufacturing fault, and
replacement might then be expected without charge. However I'm not a
lawyer, I just expect items to be reliable.  :-)

It may be that a replacement PSU from a 3rd party isn't a "consumer
durable", though...  ;->
