Reading are between 10.09v and 10.10v Unless your DVM has been calibrated recently, measuring to that accuracy is pretty meaningless... :-) That said, assuming red is 12V (there is a standard, but not all PSUs follow that standard) 10.1V is too low for the output from an ATX PSU (the 12V rail should be between 10.8V and 13.2V). Assuming that something in the box isn't pulling the voltage down, you need a new PSU.
