Yes with DHCP that is the recommended way.
Many routers alow you to enter DNSs into the router settings, this is now
deprecated and should be left balnk so that if & when an ISP changes their
DNSs the changes are automatically picked up next time the router makes a
connection. ISPs often change their DNS without telling their customers!

Yes that is the best policy, otherwise a year or two down the line you will
have forgotten what hand edited setting you made.
