Yes, it could be something dependent on the memory slot:

I set the Max Ram to 25MB in DPingScan to 25MB and it's now quite fast 
- 10 seconds to rotate the same 1.4MB jpeg from an 8Mpixel camera 
(14.41MB image size) and no disc thrashing.

There must be something about memory management in 5.14?
