what steps applied for load balancing

hi.
I am running internet cable.I have two servers.one is browsing server with a
51Kbps of broadband link and one is chat server and running a simple dialup.now
i want to increase my users but first i want to do the loa balancing please
tell me what to do.because i have only problem to configure the load balance.i
write down ip addresess of both servers and please tell me throughly which ip
i assign to the server.
proxy server 10.10.1.1 with IVS + multilink 56k +56k connection
sock server 10.10.1.254 with single 56k dailup
both server have ISA server2000
