No; if the ISA service fail, ISA goes into "network brick" mode.
Nothing comes in or goes out.

Maybe I didn't explain properly. As ISA goes down, well automatically
packet forwarding and filtering becomes disabled and makes the
connection between machine network cards dead which is a good thing.
But what will happen to the ISA machine which is still having a live IP
address with a failed firewall protection on it? I believe that is a
mess, right?

Hello
I am concerned if something goes wrong and I don't get access to
machine. As an example if firewalls service goes done for any reason,
what will happen to connection? Is it going to cut all connections or it
becomes an unprotected connection?
When you install ISA it automatically disabled windows built in firewall
I have. So in that case if something goes wrong then the internet faced
network card becomes unprotected, right?
