Hi Afarin,
Make sure the FTP application filter is enabled
Create a protocol rule that allows the internal network clients outbound
access to FTP

I know that all this poerts are open by default, but i
don't know what setting i did which closed these
ports.
or for example to open port telnet,....
( the version is enterprise isa server )
