I think we need to make the distinction between "my network" (as in one I setup 
for my purposes) or "their network" (one I setup solely for their use)
 
If you join my network, you wont get squat   but if you join the one I have 
created for you and hence charge for I don't give a rats!

What if an ISP decides to use ISA Server as a fire wall?
Would they say, we don't let you use Skype.....
If that "any damn thing" is what the customer wants, and still ISPs need to 
have a secure access infrastructure, they can do it, they are doing it. I am 
not sure if they are using ISA server though. Show me one ISP who blocks access 
to Skype or any chat servers. The business decides what the firewall does. 
 
Some times, the defensive answers I see here makes me laugh.

Actually, "what if an internet café chooses to let their customers dictate 
their access policy?" is more accurate.
Just because someone gives you Internet access in no way obligates them to give 
you any damn thing you want.

What if an Internet Café or Internet kiosk chooses to use ISA Server as their 
firewall?

Having said that, I have skype running through the ISA firewall in my test 
setup.
