You have to give FTP(OUTBOUND) access to the internal clients.
Refer to this document/example where you give full access to your internal
clients.
Try to find (TECHNET) for instance or Microsoft ISA micro-site
HOW TO PROVIDE INTERNET ACCESS THROUGH A FIREWALL BY USING ISA
