I had a similar problem and contacted microsoft. The tech gave me the following
registry change that helped.
Windows Registry Editor Version 5.00
[HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\W3Proxy\Parameters]
"MaxRequestHeadersSize"=dword:00032000
"MaxResponseHeadersSize"=dword:00032000
The actual size can be increased even more if necessary. Like always be
extremely careful editing the registry.

I using ISA to publish local ASP pages to another company, but when I

to upload file (aprox. 30kb) from internet to local site, ISA returned
this error:
414 Request-URI To Large - The size of the request header is too large.
Contact the server administrator (12215)
Internet Security and Acceleration Server
But when I use the same script inside local site, all is OK. It is
posible
reconfigure ISA server?
