downloaded files not getting cached!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!

Hi! all.  I am wondering as to why my files (.exe etc) are not being
cached when I download them. Is it because my cache size is small (1 GB)??
Whenever I try to re-download the same file once again, they start to
download from the internet and not from the cache!!!!!
A million dollars who can help me on this.
