What you should do is disable one of the web filters at a time and see
if the behavior changes.
Unfortunately, this is typical behavior when a plug-in misbehaves.

I am running ISA Server 2000. This seems to happen every couple of days,
at random the logs show no errors that seem to correspond to this.
Plug-ins, I am running Chaperon 2000 by cornerpost software for our web
filtering and logs are being written to MSDE handled by Chaperon for
reporting.
I am also running GFI monitor.
The 20 ip addresses on the external nic were given for informational
purposes only, I don't think this has anything to do with it.
