Web Cache Doesn't Work? :-/

hi
can any body tell me how i can manage my web cache, most of my users
complaints that web sites in chche doesn't update not even automatically
or manually....how can i solve this prob & there is on more prob coz of it
all users r getting each anothers mail boxes like they use hotmail & yahoo
how can i do that too? i'll apprichate ur efforts
