In the help file:

As part of the Local ISA VPN Setup Wizard, you will be prompted to type
the domain or computer name of the remote server, on which the user
account for the VPN connection will be created. If the computer is a
domain controller, type its domain controller name. Otherwise, type the
computer's NetBIOS name. 
You cannot set up a virtual private network if you installed ISA Server
in cache mode.

initiate connections to a specific local VPN server, using the .vpc file

packet filters required to protect the connection and sets the static
routes to forward traffic from the local network to hosts on the remote
network via the tunnel. 
You cannot set up a virtual private network if you installed ISA Server

Look at the last line in each section.

I figured that was the reason those options are not available when I
right click Network Configuration

From reading the doco, I noticed something about not be able to enable a
VPN if you have ISA set to do caching.

Can I disable caching and allow a VPN to work without reinstalling ISA?
I really don't want to reinstall it.

Is there a way around the caching issue.
