You need to stick to one problem at a time;
Since you can ping internal hosts from your W98 client, network routing is good.
What other things have you tried that fail?

Yes, I can ping 10.x.x.x, but I can not access the same IP using Terminal
Services.

What exactly is failing for the W98 clients?
Can you ping by IP (ping 10.x.x.x)?
Can you "net use"?
