You need to stick to one problem at a time;
Since you can ping internal hosts from your W98 client, network routing is good.
What other things have you tried that fail?

    What exactly is failing for the W98 clients?
    Can you ping by IP (ping 10.x.x.x)?
    Can you "net use"?
