If you are looking at the message to do with adsl, then then turning off
of NAT was turning off NAT on the router

If you use W2K RRAS for NAT operation, just delete the protocol in your
RRAS.
In ISA Management, have you tried to disable "Enable IP Routing"
located in
IP Packet Filters properties?

If I may know why you'd like to turn it off?
