Yes, that's only found in Integrated or Firewall mode, since it applies only
to SecureNAT or Firewall clients.
That also answers my question of whether or not your ISA is the "only way
out"; it isn't.
Your option at this point if you want to keep ISA in cache mode is to limit
outbound HTTP connections to the ISA IP at the router.
Depending on the router capabilities, you may or may not be able to redirect
to the ISA.
