Srv Publishing rules not working

As a general observation, when stoping/starting ISA services, I
consistently encounter:
Server publishing rules don't work, I have to disable the rules, stop the
ISA services, enable the rules and start the services - this fixes it most
of the time.
My internal W2K DNS forwards out to my ISP DNS, I often have to stop/start
the W2K DNS box to allow forwarding to work.
Just for my sanity, is anyone else experiencing this, and is there a known
fix ?
I have a call out to PSS and will share the outcome once I get it - you
guys are typically much faster ;-)
