Server Publishing Rule -- User Protocol defs not available

Hello all:

After promoting stand-alone systems to Array, only certain protocols are 
available to "server publishing".  The rules from the stand-alone systems are 
still there and functioning.  However, the rule "mapped server protocol" pick 
list is empty.
