Forgot the most important part:
It's a REG_DWORD value of 0 or 1 to disable or enable.
It may require a firewall service restart to take effect if it works at all.

There was for ISA 2000 - I'll have to search the source to see if it still 
applies for ISA 2004 (or you could just try it):
HKLM\Software\Microsoft\Fpc\SMTPDisconnectBadCommand

The default behavior of the SMTP application filter is to terminate the
connection upon rule violation.  I seem to remember someone, somewhere
saying that there was some magic registry hack that altered this behavior.

Is that true, or am I just having flashbacks again?
