R: Denying Access to a Single Site

Yes, it's possible! You have to define a destination in "destination
set" for the site you want to deny access to; then, in "site and content
rule" you have to define a new rule for that destination (you will
choise "specified destination set" in "apply this rule to:").
That's it.
