Publishing FTP Server

I am trying to publish an FTP server using the Server Publishing wizard. I
am at the tab labelled Address Mapping and am trying to set the External
IP address of the ISA server. When I select Browse there is nothing
returned to the address list and if I specify the address directly it
responds with the following error;

The IP address specified is not external..

The address is an external public ip address, which I have added to the
external network card... I don't understand why there are no addresses in
the list.. I suspect that I am missing something out, but I have published
web sites, terminal servers and setup a VPN without any problems.

I haven't come across any issues like this before and the resources
available on the web have not provided any clues.... If anybody has any
suggestions, I would be greatfull...
