RE: Publishing Exchange Server - Weird Problem

I have experienced same problems with web publishing SSL, and have always
used server publishing; though web publishing is recommended as more secure
against IIS attacks.
 
In Q290113, MS seems to be saying that you should publish OWA with web AND
with server publishing rules. (see 1st paragraph after step 3: says "must
ALSO create....").

I figure it's one or the other.  Can anyone explain this?
