Protocol Rules

I want to do two protocol rules for access to internet
One for power user ( full ip access ) and other for normal user ( only http
access )
I create one with All ip Traffic which applies to a Special Group and a
second protocol rules witn only HTTP & HTTPS allow protocol for the second
group ( normal users )
In this scenary only power user can brow internet , normal user not. If i
delete the first protocol rule ( ALL Ip Traffic ) normal user can browse.
What i do bad??? , i guest the first rule applies to all request but why??
