Problems accessing web pages in cache only mode

I have just installed ISA in cache only mode, and:
- set proxy settings in my client browser,
- confgured protocols to allow all protocols through'
- configured site and content rules to let everything through.
I can do ftp downloads from the client, but cannot access web pages.
Can anyone suggest wqhere I have gone off the rails.
