have u enabled POP & SMTP protocols??
try creating POP 'allow' packet filters

I have configured all protocol rules for sending and recieving mail on ISA
server, through which clients can send and receive their e-mails through
outlook express. There is no exchange server installed and i am connecting
through dial-up modem. It is not working (both sending and receiving).
Please help me I need the solution urgently.
