Hi Paul,

Just an idea: is there anything installed on ISA that might open these
ports? If so, you might want to check either for nic bindings of these
services or, if that's not possible, introduce service dependencies to
inhibit them to get hold of the ports before ISA if fully started.

I had a similar case once with IIS' FTP .
